See Robin Reilly, Wedgwood, New Illustrated Dictionary, Antique Collectors’ Club (1996) p.394 for another example of a skimmer, where he describes Wedgwood as making skimmers as part of their range of dairy wares. The perforated bowl has a pouring lip and would have been for separating and straining cream from the surface of milk.
